On my system with multiple monitors Mozilla shows its tooltips (GUI or webpage
related) only on the default monitor

Reproducible: Always

Steps to Reproduce:
1. Move Mozilla window to secondary monitor
2. Ensure that Mozilla window is not maximized
3. Hold mouse pointer above "Back" button

Actual Results:  
"Go back one page" tooltip is displayed on the primary monitor

Expected Results:  
"Go back one page" tooltip should be displayed under mouse pointer on the
secondary monitor
But the menus appear on the right screen?
No, I didn't realized it before. Menu is also on the wrong screen.
