I'm not sure if scrolling was ever smooth in this situation. I use 1.0.2 (win
XP) at work and it also flickers over there

Huh. canBitBlit is coming out 0 in nsScrollPortView::Scroll, which is correct.
So I'm not sure why we're ending up with the weirdness we get...

I am sorry for the confusion.
I spend some time looking for when this regressed and it turns out that the
choppy scrolling I see on attachment 180391 [details] is a very fresh regression.
Scrolling is choppy in 20050510, but not 20050509.
Should I file a new bug for that regression?

The background still moves on my when you scroll. This isn't fixed yet.

If I look closely, I guess I can see a tiny bit of flickering in the text when scrolling in the testcase. But I can see no flickering of the background image.

Can't see any lagging/flickering here, either. Can someone else reproduce on a recent trunk build?
