The Pop-Up boxes on all webpages I've gone too will be drawn in the wrong place if it appears right at
the bottom of the screen. Instead of the choices being drawn right by the cursor they are drawn near
the top of the display.

Reproducible: Always

Steps to Reproduce:
1. Go to any page with a Pop-Up box. http://www.scu.edu has a simple one.
2. Place your window so the Pop-up with SCU Login in it sits right on the bottom of the screen.
3. Click it.
Actual Results:
The choices were drawn near the top of the screen.

Expected Results:
The choices should have been drawn right by the mouse.
