Click on the manage bookmark 
then click on any bookmark(leftside).
then the properties disable

Reproducible: Always

Steps to Reproduce:
1.Select Manage Bookmarks from Bookmarks menu
2.Select any bookmark from left side 
3.See the properties of selected bookmark

Actual Results:  
The properties of bookmark are enable.It show the properties of the bookmark

Expected Results:  
The properties of bookmark are disable.It not show the properties of the bookmark

I can't follow your recipe because the Bookmarks Manager on my lizard does 
not show bookmarks on its left side.

If it did, why should the properties be disabled?

the are no bookmarks in the left panel of BM , just folders.
The left panel is not intended to be used for context menus.
