when trying to use a cert from a smart card, and the smart card is not in the reader, we should put up a more useful error message

As I described over e-mail, the useage scenario is as follows:

1. User sets up to auto-sign/encrypt e-mail using a cert on a smart card.
2. User sends an e-mail but forgets to put the card in the reader.

the error message that comes up is that there was an error getting the cert.
We'd like to be more specific, since we know that we were trying to get the cert
from an external security device.

(I'm filing this against NSS because I'm not allowed to file bugs in PSM, and it
might be an NSS bug anyway...)
