WFM - Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050401 Firefox/1.0+ Try upgrading to one of the nightly builds used for testing as I have here. They are usually stable, but as these are the very newest build of Firefox, don't be suprised if you find more bugs. Usually very stable though. Available at http://www.mozilla.org/developer/ Thank you.

This was reported also to our bugzilla: http://bugzilla.wikimedia.org/show_bug.cgi?id=1811 Report there suggests problem may be specific to Korean-localized version of Windows XP.
I can reproduce this on the US English release of Windows XP w/ service pack 2 by setting some of the regional options to Korean. - go to the Control Panel - 'Date, Time, Language, and Regional Options' - 'Regional and Language Options' If you haven't already, install East Asian language support: - 'Languages' tab - Check 'Install files for East Asian languages' - If necessary, reboot. Set some Korean settings: - 'Regional Options' tab - in 'Standards and formats' drop-down select 'Korean' - If necessary, reboot. Start up a fresh Firefox, and you'll find that the underline problem presents itself. Change back to 'English (United States)', restart Firefox, and you'll notice underlining problem is gone again.
If on non-Korean version of Windows XP, follow the steps in comment #4. Once Korean regional settings are on and Firefox is restarted, this document will show the underline too high on the link text. With regional settings set to US English, it appears normal, with a pixel or so of space keeping things legible.
With the DOCTYPE declaration removed, the document renders in quirks mode instead of standards compliance mode. This document renders the underline *correctly* both with Korean and US English regional settings.
Screen shot of the above two demo files rendering in Firefox with regional settings set to Korean. When set to English (United States), the first demo file renders the underline in the same way as the second one (legibly)
Reopened per request on IRC. See Comments #4-#7
