When Firefox is in full screen mode it doesn't prompt to confirm closing all
tabs when the close button is pressed, even when there are multiple tabs open.

Reproducible: Always

Steps to Reproduce:
1. Open two or more tabs in one window
2. Press F11 to enter full screen mode
3. Click on the X to close the window

Actual Results:  
The window closes without prompting.

Expected Results:  
There should be a confirmation dialog just as there is when the browser isn't in
full screen mode.
