288809 - Clicking in on the mouse wheel button does not work

I download the easyGestures 2.14 extension, and then uninstalled it. Before I
downloaded the extension, I was able to click the mouse wheel in and a circle
with two arrows would come up and i could move the mouse up to scroll up, or
down to scroll down. Now clicking in does nothing. I can still move the wheel to
scroll, but I would prefer to scroll by clicking the wheel button.

Nothing

Expected Results:  
Circle with two arrows should have come up, allowing me to scroll in the
direction I moved the mouse
