The order of the items in the task dialog "status" dropdown is currently reverse
chronological order, or english spelling order.  Reverse chronological order is
not obvious and counter-intuitive, and english spelling order will be
inappropriate in another locale (the order is not localizable).

1. New Task Dialog
2. Status dropdown

Actual Results:  
Order of items in status drop down is
  Cancelled
  Completed
  In Process
  Needs Action


Expected Results:  
Chronological order
  Needs Action
  In Process
  Completed
  Cancelled

Needs Action:  get someone started on this task.
In Process: someone is working on this task.
Completed:  may be completed before the deadline, thus before cancelled.
Cancelled: may be cancelled after completed.

Patch to put dropdown menuitems in rough chronological order, as described
above.
