Overlay's look like a game of "pick up sticks" (for those kids who remember
non-electronic games).

Fix coming per Neil and mconnor suggestions.

Patch

baseMenuOverlay (FF) and utilityOverlay (Suite) will overlay bookmarks, DOM
Inspector etc. You should only overlay the browser/navigator.

But please please please overlay the navigator instead of utilityOverlay before
you check in.
