Most popular web-based applications have a web-based setup tool. We are somewhat unique (or behind the times, if you want to look at it that way) in that our setup tool works entirely and only from the command line, and *then* after you install you have to go to the editparams page and set things up properly. I think that we could definitely have a setup.cgi that ran necessary setup for Bugzilla, and possibly also presented a form with the basic params that *everybody* needs to configure. If this was your first time running setup.cgi, it could ask you for the basic localconfig info (like the db username and pass), and then go off and do its thing. Otherwise, it would require you to log in as somebody in the admin group.

Note that we currently assume that users want the site to have secure permissions on setup in our existing directions, and setting permissions appropriately for that requires root access on the machine. A web-based utility would need to assume the opposite, and instruct users to enter something from the command line if they needed to beef up the permissions.
