Anyways, I have a frameset. It adds this goofy white border that I don't want.
If I add style="border: 0;", nothing happens. If I add border="0" (which is
probably against my DTD), it works. This is probably a bug, since border = CSS
border.

Reproducible: Always

Steps to Reproduce:
1. Check out module from CVS
2. Launch index.html
3. View source
4. Note how I'm using border="0"
5. Change border="0" to style="border: 0;"
6. Not working.
Actual Results:  
The border value is ignored.

Expected Results:  
The border value should be honored, just like border="N".
