There is X11 Communicator 4.02 Cyrillic (KOI8-R) encoding support bug list:

o This version not honors Mail/News body encoding when the body shows first
š time: even if current encoding is set to KOI8-R, it shows message
š body in ISO-8859-1, temporary switching to ISO-8859-1 and back to
š KOI8-R helps.

I believe this is happend when they use communicator on non Russian locale. WE
have limitation on Motif 's locale model. Maybe we should work around that model
for non-CJK text. (CJK text have to bind with locale model for input method.)
