We want to use mirrors-request@mozilla.org for people to request or notify of a
mirror that they want to be publically advertised.  We'll use
mirrors@mozilla.org to notify mirrors of releases and changes, etc.  This is
what we will ask mirrors to subscribe to.

Reproducible: Always
mirrors-request conflicts with the -request alias for the existing mirrors list.

As discussed on irc, used mirrors-announce instead.

The list won't work from outside mozilla.org until it's added to the forwarding
tables at OSL (request has been submitted).
For the record, I have not yet received a response from OSL support that this
has been taken care of (which surprises me, usually they do it within 10 minutes
of being submitted).  I just mailed them a reminder.
