Hmm, I'll look into this (see bug 289019).

I didn't test out my fix for bug 289019, apparently. This fixes it, although I'm not sure if it's the correct fix.

just for the record, this regressed between the builds on the morning of 04/04 (works) and 04/05 (broken)

Note that moving the function isn't necessary, I just did it so that it would be grouped with the other attribute exposed by nsIBrowserHandler.
