'Open a new window' doesn't load the home page.

Reproducible: Always

Steps to Reproduce:
1. Set some URL in the Home Page in the preference.
2. File | New Window

Actual Results:  
The new window is a blank page.

Expected Results:  
The new window loads the home page in it.

I didn't test out my fix for bug 289019, apparently. This fixes it, although
I'm not sure if it's the correct fix.

just for the record, this regressed between the builds on the morning of 04/04
(works) and 04/05 (broken)

Note that moving the function isn't necessary, I just did it so that it would be
grouped with the other attribute exposed by nsIBrowserHandler.
