[not sure that I got the OS field right]

bug 228968 added an OnProgressChange64 function. the implementation I added to
UDownload.cpp just truncates the values and passes them to OnProgressChange. The
code should be changed to show the correct values in the UI.
Powerplant was removed in bug 374899
