When right clicking on some empty space on the tab bar (with more than one tab
open), the menu behaves as if the click took place on the currently active tab.

Reproducible: Always

Steps to Reproduce:
1. open 2 or more tabs
2. right click on empty space on the tab bar
3. select any option that is tab-specific (i.e. close tab, close other tabs, etc.)

Actual Results:  
If clicked to close tab, it will close the currently active tab.

Expected Results:  
All menu items (except for reload and new tab) when right-clicking on empty
space on the tab bar should be grayed out.

in firefox 1.0.2 the behaviour is even stranger -- i.e. the first click on
[Close Tab] does nothing (only closes the menu), only the second (and
consecutive) right-click -- click combination works as previously described.

Bug 578614 now removed this context menu on the empty space in the tab bar.
