First seen in Creature-Tinderbox-Build 2005040523 and later Mozilla/5.0
(Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050406 {Build ID:
2005040600} the vertical Scrollbar has disapeared. 

Nightly-Build 2005040506 is all right. Have not got any older Tinderbox-Builds,
so I can't find when this regression starts first.

Reproducible: Always

Steps to Reproduce:
1. Install new Tinderbox-Build, open Page longer than screen
2.

Actual Results:  
No (vertical) Scrollbar is available.

Expected Results:  
Show Scrollbar.

Because the Scrollbar is an essential Feature for an Browser, I think this is a
Blocker.

When I'me at the bottom of a page and I drag the bottom border of my Firefox
window down the content doesn't stick to the bottom of the window (I'll get a
black gap). Is that related to this bug or should I post it is a new bug?
