possible plan:

1. roll out testing extension with this setting alone (I've already rolled out a
more extreme extension at
<http://weblogs.mozillazine.org/asa/archives/007860.html> with negative
feedback. That extension was setting this:
// Turn off plugin and event initiated popups
pref("privacy.popups.disable_from_plugins",2);
pref("dom.popup_allowed_events","");

2. If feedback is good, package up an official extension and make that available
via UMO and elsewhere

3. If widespread testing doesn't expose many serious problems, flip the pref in
one of our upcoming 1.0.x releases.

camino on our 17 branch.

The default on trunk has been 2 for a while now.  Should this bug be marked as
FIXED, or is it for the 1.0.x branch?

Well, the 1.0.x train has left the station, the tracks are torn up, and the station has been dismantled, so wfm.
