If I'm not connected to internet, launching browser will automatically do it.
After that, firefox automatically directs me to my home page, but the page does
not load properly. Text will be loaded but pictures and background won't. (if
connected, this problem does not accur) My home page's www.neti.ee. I think the
problem could be solved by making it to be possible to delay the page's loading
time if have just connected to Internet.

Steps to Reproduce:
1.launch xp pro sp2
2./not connected to ISP/execute firefox (launches connection program)
Actual Results:  
pictures and backgroung of www.neti.ee (my home page) were not loaded, text was

Expected Results:  
wait for a second or 500 ms

windows firewall is active (does it dalay loading?)
I don't download windows updates and have XP Pro SP2 w/o any updates
my ISP is atlas adsl (1024kbit/256kbit)
