When Firefox finnish installed, the Tabbrowser preferences is something else
than finnish. Also some extensions can be mixed languages.

Reproducible: Always

Steps to Reproduce:
1. Firefox uninstalled
2. register cleaned
3. Firefox installed again

Actual Results:  
There are still mixed languages in finnish browser. I also installed weather
extension, and it was (I think) same foreign language to me.

Expected Results:  
Finnish browser.
bug 279952 (fixed on trunk for 1.1) for falling back to en-US rather than random
(first?) locale when extension doesn't support app's locale; bug 288670 to try
intl.accept_languages before the en-US fallback.
