289733 - [RFE] Remember overridden charset for specific mail messages

Mozilla Linux build 20050331

To reproduce:
1. Get a mail message with a wrong charset
2. Override charset using View -> Character Encoding
3. Switch to another message and then switch back to the original message
4. Previously set charset is forgotten and the message requires to manually
specify proper charset again

It would be nice if Mozilla remembered the overridden charset for the messages.

Definitely not composition. Moving back to Internationalization.
