In Windows, in save dialogs like File->Save Page As, the file browser doesn't
seem to handle shortcuts natively. Instead of following a folder shortcut, it
pops up a box saying "blah.lnk already exists. Do you want to replace it?".
Normal Windows apps follow folder links as if they were folders.

This seems like something that should already be filed, but I couldn't find it,
so apologies if it's a dupe.


Reproducible: Always

Steps to Reproduce:
1. In Windows, create a folder shortcut somewhere (e.g. by right-click-dragging
a folder to a different folder, and selecting "Create Shortcuts Here")... I have
them on the desktop).
2. Open any web page and do File -> Save Page As...
3. Navigate to our folder and double click the folder shortcut.


Actual Results:  
popup box: "<shortcut name>.lnk already exists. Do you want to replace it?"


Expected Results:  
followed the link, changing the "save in" location
