Aha! This only happens when the statusbar becomes to small for the extensions in it. Try forcastfox for example (this one takes a lot of space).
Summary: can't scroll 100% to right (hotizontal) → can't scroll 100% to right (hotizontal) when statusbar is to small for extensions

Not exactly a core layout issue. This is how the XUL box model works; it's up to the XUL consumer (Firefox in this case) to prevent these situations from happening.
