re-produce steps: lock the active language list in the Languages panel. Expected result: "Up" "Down","Add", "Remove" buttons should be disabled

Although we only recently landed support for disabling listboxes, so before then locking the four buttons was the only available options. If you prefer, we could stop locking the buttons individually and have one pref to lock everything.
I think locking all of them is another issue. Logically if listbox is locked,the four buttons should be disabled right? My patch tries to address this issue.
