Formats & options heading label is not accessible.

Case 2:
Margins Headers & footers sub-heading is not accessible.

Reproducible: Always

Steps to Reproduce:
1.Install gnome 2.6 on linux ( suse ) version 9.
2.Start gnopernicus, requires logout & loginn. Re-start gnopernicus & wait till 
you hear the  speech.
3. start mozilla web browser, from main menu.
4. Select file > page setup. It opes page setup winsow.
5. Switch tab to Formats options tab. & navigate.
Actual Results:  
Case 1:
Screen reader does not read the label " Formats & options ".

Casef 2:
Switch tab to Margins header & footer. Navigte by using Tab key. screen readr 
does not read the sub-heading " margins headers & footers "

Expected Results:  
Case 1:
screen reader should read heading label, i.e " formats & options ".

Case 2:
Screen reader should read the sub-heading " margins headers & footers "

This helps blind / low vision user.
