i get the error: connection was refused when attempting to contact 
strat.mozilla.org

i have uninstalled and reinstalled with no results other then the same

Jason, are you using a firewall that needs told to let mozilla out onto the
internet?
The server start.mozilla.org sends me to my start page at www.google.com .

strat.mozilla.org is almost certainly a typo either in your report or in an
installed file somewhere.

If you want to debug this, I suggest that you start mozilla using a fresh
profile.

I am sorry for the effort you have put into installing and re-installing.
The note about the firewall may well be relevant.
