On the Bugzilla index is the following:

"This is where we put in lots of nifty words explaining all about Bugzilla."

We should either:

  (1) replace it with some nifty words that explain all about bugzilla
  (2) delete it
  (3) put it into a named div so it can be hidden with css

I fixed this in 3.0 by adding a link to the release notes and saying "Welcome to Bugzilla!"
