If you have only 2 tabs open and you right-click one and choose "close other
tabs", it comes up with the close multiple tabs dialog, even though you're only
closing one.

Reproducible: Always

Steps to Reproduce:
1. Open one additional tab (for 2 total)
2. Right-click one and choose "close other tabs".
Actual Results:  
It comes up with the close multiple tabs dialog.

Expected Results:  
Closed the tab without a dialog.
I believe this is by design, see Bug 191578 comment 97.
