When visiting an ftp site and clicking on (for example) a zip file, the 'Open
File Using' dialog appears.

If I choose to 'Save to disk' the file gets put in my Desktop folder without 
asking me even though I have the 'Ask me every time' option selected in Dowload 
Preferences.

Note this is NOT the 'Save Link As' question which has been discussed before.
This is definitely broken behavior: I should be asked where to save the file.

Reproducible: Always

Steps to Reproduce:
1.Make sure you have the "Ask me every file" selected in Dowload Preferences.
2.Visit an ftp site and left-click on a non-html file (e.g. a tarball)
3.The "Open File With..." dialog should pop up.
4.Choose the "Save to Disk" option

Actual Results:  
The file is saved in "Desktop" without asking first.

Expected Results:  
I should get a chance to specify a directory before downloading the file.
