When we right-click on an image and click the "Properties" menu option from the
context menu, the "Element properties window" is shown behind the popup window
rather than in front of the window. This is happening when the image is
displayed in a small popup window opened using Javascript. The properties window
is displayed behind the Image window.

Reproducible: Always

Steps to Reproduce:
1. Go to the URL http://www.javacoder.net/patterns.jsp
2. Click on the link "uml diagrams" under the "Constructional Patterns ->
ABSTRACT FACTORY" in the left navigation box.
3. Right click on the image being displayed on the newly opened small popup
window and select "Properties" from the context menu.
4. The "Element properties" window is displayed behind the current popup window.
Actual Results:  
The "Element properties" window is displayed behind the current popup window.

Expected Results:  
The "Element properties" window must have been displayed in front of the current
popup window.
