I don't know if there's a threshold for being included or not, but if so, don't
forget to consider [e-mail], who did the initial search/filtering of
cookies and cookie exceptions during this 0.8+ cycle (and has patches waiting
for review on four bugs for more cleanup/polish of the feature).
