When the download manager is open (either when doing a long download or when
opened manually), choosing Preferences does not show any preferences dialog.
Closing the download manager and then choosing Preferences works as expected.

Reproducible: Always

Steps to Reproduce:
1. Choose Tools => Downloads
2. Choose Firefox => Preferences...


Actual Results:  
No Preferences dialog is shown.

Expected Results:  
Shown the Preferences dialog.

The bug is that while the Download manager has the focus choosing Preferences
does nothing.  If I click on the browser window and then choose Preferences it
works.  The dialog that can't display Preferences shouuld gray Preferences out
in the menu.  The DOM Inspector does that, but not the other tools in the Tools
menu.
