Popping it up up and closing fast would indeed be ugly, but popping up and
*staying open* not.

Reproducible: Always

Steps to Reproduce:
1. Options -> Downloads -> Show Download Manager when download begins *CHECKED*
2. Options -> Downloads -> Close Manager when download completes *UNchecked*
3. Download a small file

Actual Results:  
DL Manager never opens

Expected Results:  
DL Manager opens and stays open until I close it

Steve, I quoted from that 243324 especially to point out that they are different
bugs ;) and that smart people want a new bug for this problem :)

In short: 243324 says window doesn't *close*, this bug says window does not *open*.

Well I have a slightly different bug but I believe that the reason for this bug is the same as the reason for my bug.

Reproducible: Always

Steps to Reproduce:
1. Options -> Downloads -> Show Download Manager when download begins *checked*
2. Options -> Downloads -> Close Manager when download completes *checked*
3. Assign an automatic action to download files with a specific extension.
4. Download a small file of this extension.

Actual Results:
File downloaded
"All downloads finished" notification NOT shown

Expected Result:
File downloaded
"All downloads finished" notification shown

I guess that the reason to that there is no notification is because the download manager is never opened so it should be the same bug.

It's been a long time since I reported this bug and I don't remember seeing it for ages.

This is now WFM with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a3pre) Gecko/20070315 Minefield/3.0a3pre, and probably WFM with 2.0 too (didn't confirm that though).
