Using the scroll thumb to scroll through lists (HTML <select>) causes the scroll
thumb to behave strangely. If you grab the scroll thum with the mouse and begin
to scroll down, the thumb jumps out from under the mouse. If the thumb is at the
bottom of the gutter and you repeatedly click at the top of the gutter to scroll
up a page, the thumb stops when it touches the very bottom of the mouse pointer.
That makes it so you never can get to the top of the list without using the
arrow button.

STEP TO REPRODUCE
Just use various methods of scrolling and watch the strange behavior.

The only window I have at this time is between 20050408 and 20050416.
It's not limited to forms. The scroll thumbs of the Firefox application itself
are also behaving this way.
