When trying to scroll a section that has scrollbars from overflow:auto, the
scroll event is not translated into a result. 

Reproducible: Always

Steps to Reproduce:
1. Load test case
2. Move to red area and try to scroll with the scroll wheel
3. Notice that nothing happens.

Actual Results:  
Nothing happens, however Internet Explorer behaves as expected.

Expected Results:  
Scroll down until the yellow block with the blue text...
