When html is opened from Finder, the file is not opened with new Tab.

Details

There is no problem in the Windows version. 
And Camino doesn't have the problem either. 
In addition, there is no problem when the link is clicked by other applications 
such as Tb. 

The file is always opened in a new window when HTML is double-clicked with
Finder and 
it opens.

Steps to Reproduce:
1. A default browser is set to Firefox. 
2. The HTML file is double-clicked with Finder.
