My extension works in Firefox, Thunderbird and Sunbird.  But the presence of
Sunbird in install.rdf causes it to be rejected.

Reproducible: Always

Steps to Reproduce:
1. Make a XPI to install in Firefox and Sunbird:

        em:maxVersion="0.3" />
    </em:targetApplication>

2. Try to submit it.

Actual Results:  
The XPI is rejected.

Expected Results:  
The site should tolerate the Sunbird section.

This is not a request for the whole site to support Sunbird (although that will
have to happen one day).
