Reload loads from cache, if possible, Shift+Reload always loads from the server.
This is working for the Reload Button, but not for the context menu on Mozilla
Suite.
Steps to reproduce use a website showing Bug 290689
1. Load http://www.obs-psr.com/astro/
2. Reload, you get a blank screen, and 'done' in the status line
3. Shift+Reload using the Reload Button: Pge is seen again
4. Right-Click and click Reload in the context menu: page is cleared.
5a. Firefox Trunk:
Right-Click, then press Shift and click Reload in the context menu: page
renders.
5b. Mozilla Trunk:
Right-Click, then press Shift and click Reload in the context menu: page
stays clear, or is cleared.
