CTCP source is suppoed to return the URL where a copy of the client can be
obtained, it's fairly simple to support and so i've made a patch for it.
Reproducible: Always
Steps to Reproduce:
1. send a CTCP source request to a chatzilla client
Actual Results:
no reply is returned, and the client gets an "unrecognised CTCP" error
Expected Results:
sent the hacksrus chatzilla homepage url to the requestee
