290751 - Would like a way to transition flags on a per-product basis

bug 290191 among others is asking for a way to transition from 'review' and
'super-review' to 'first-review' and 'second-review'. the least harmful way i
could transition them (assuming one 'simple' bugzilla feature change) would be
for me to disable the flags in the indicated products (nspr, nss, jss). but i
can't do that today because if i disable them, that affects all other products
(core, directory, webtools, composer, suite, ...).

if i could selectively disable the flags for groups, i'd be able to transition
this group of products.

I vote WONTFIX, at least for the proposed solution.

However, if you express only the problem that you want to solve (which you have,
at least at the beginning), then it's a valid problem to solve.
