Sounds more like Restriction/Applicability or something.
Yeah, I agree. At the least, that sentence is pretty confusing.

Yeah, this could be better worded.  But it's useful to have word that means "the
product/component combination to which this bug belongs," and in the future (or
today) that should probably also include classification.  I used the word
"category" for that.  Perhaps there's a better word, or perhaps the word is
ultimately "component" once arbitrary component levels get implemented (if ever).
