Details

It should be possible for me to tie review (flagtype 4) with first-review (flagtype 7), such that whenever a bug with a flagtype 4 moves from a component where flagtype 4 applies to a component where flagtype 7 applies, all instances of flagtype 4 automatically transitions to flagtype 7.
