Details

So that we don't have someone review an extension and return to approve it, only
to find that it is gone, it would be good to mark a submission as "review in
progress".  This flag would be automatically cleared after 2 hours if the item
has not been approved or denied.
This can be alleviated by chilling in #umo while reviewing extensions. Still
would be a nice feature though. 

Relevance to having multiple reviewers for every extension?

I don't think this will be needed once we deploy Remora's one-submit-per-review thing, so WONTFIXing for now.  If we decide after Remora's live that we need it, we can always REOPEN.
