Details

Items should obtain two reviews by Editors.  We already track who the first
reviewer is.  We just need to track the second reviewer and make sure they're
not the same person.

Is this likely to be implemented any time soon as we already struggle to keep up with the pace of the approval queue as it is? To add a requirement for two reviews would complicate matters uduly at the moment, I feel.
Well, this would be in UMO 2.0.  Perhaps we can have a setting that will determine the number of reviews required.

Given current review times, I vote no.
We've talked about some N-of-M model for reviewing, but as written here, no, we're not going to just add a second round of review.
