To reproduce this bug I think that your setup must look _exactly_ like mine,
because otherwise it won't work. (screenshot attached with my layout).

1. Your resulotion must be 1280x1024.
2. Open the specified URL (yes it's a bugzilla page, and no it's not related)
3. Start your selection at the top-left (where it says "Bugzilla Bug 290374")
4. Drag your mouse (while keeping the selection active) downwards so the mouse
is over the "Additional Comments:" textarea 
5. Keep dragging until you reach the bottom of your desktop.

You will notice that the page does not scroll together with the selection/mouse
as it should because of the position of that textarea.

It will scroll if there are objects/text after the textarea and if you move your
mouse to the right of the textarea (around it) when pulling it down.

I can reproduce this with Mozilla 1.8b1 and Mozilla 1.7.7 and this very
bugpage/textarea, but only if the bugpage is scrolled to (nearly) the top of the
window. The bug seems to vanish when I can see the entire eighth line (out of
the eleven lines) of this textarea, so maybe this bug depends on how much of the
textarea is visible?
This bug is not only textarea related, it occurs with iframes aswell.

That "search for your bug" iframe will also stop you from the so called
"selection scrolling" if you scroll down so it takes the top of the page (and no
other elements above it are visible.

Once again, if you start your scrolling below it, and then pull your mouse
upwards (to the direction of the iframe), the page will not scroll, but if you
will move your mouse to the left side, which has a bit of room between the edge
of the page and the iframe, you can use that area to scroll up.
