setup your client to do
"Forward Messages = Inline"
"Compose messages as = HTML"

Find a HTML mail and press the forward button.
Now you get a nice HTML mail compose window

Now setup your client to do:
"Compose messages as = TEXT"

Then hold down the shift key and press the Forward button.
What I expect is that the compose window is HTML window which it isn't
I think it should work:
