Opening the Dowload Manager shows a large empty space at the bottom beneath the
list of dowloaded items. The empty area also contains a red caret. Note that
resizing the window does not fix the problem.

Reproducible: Always

Steps to Reproduce:
1. Start Firefox
2. Open the Download Manager
Actual Results:  
Dowload Manager opens but has a large empty space at the bottom.

Expected Results:  
There should be no empty space or red caret.
