Images that have alt text but no title text should show the alt text as a
tooltip when you hover the mouse over the image. If this is philosophically
problematic to the powers that be, then it should at least be an option for
compatibility since this is standard behavior in IE and some web applications
rely on it for clarity of operation. The only way to get to that alt text now
is to view the source or the image properties. Best solution would probably
allow users to indicate how title= and alt= are handled: show a tooltip for each
one or not, and which one has precedence if both are specified.

Steps to Reproduce:
1. Hover mouse over any image that has alt text but no title text(which is any
news image at yahoo)
Actual Results:
No tooltip
Expected Results:
Shown a tooltip

Alt text isn't meant to be a tool-tip. This issue has been discussed in great
length, and the decision made is final.
