With, e.g., Eudora and Firefox open and Firefox on top, opening another
application causes the Firefox window to go to the bottom, i.e. it can no longer
be seen. 

Reproducible: Always

Steps to Reproduce:
1. Open, e.g., Eudora
2. Open Firefox
3. Open, e.g. Windows Calculator
Actual Results:  
The Firefox window disappears behind the Eudora window as soon as the third
application is opened, e.g., I can't see the information that I wanted to put
into the calculator and have to re-open the Firefox window and then the
calculator window (because it gets overwritten by Firefox). In other words,
three clicks instead of one.

Expected Results:  
Leave the Firefox window directly behind the newly opened window instead of
pushing it to the back.

I have seen a similar behaviour.
Firefox not always opening on top.
Haven't been able to reproduce it yet.
